Located at Kwai Chung Container Terminal, Hong Kong, ATL Logistics Centre (“ATL”) holds the Guinness World Records title for the world’s largest multi-level industrial building, with over 6 million square feet of leasable space. Completed in phases through the 1990s, this landmark facility pioneered high-volume, drive-in multi-storey logistics and continues to serve as a global benchmark.

ACSL’s partnership with ATL began well before the major car park system upgrade a decade ago, grounded in years of close collaboration and continuous maintenance support. Throughout this long standing relationship, ACSL has worked hand in hand with ATL to enhance operations and ensure system reliability. Building on this strong foundation, the project in 2025 represents the second-generation upgrade of ATL’s traffic control and car park operations, introducing automated entry/exit, digital queuing, Hong Kong’s first automated vehicle size detection, and centralized real time traffic monitoring.

 

The Challenge: Maintaining Peak Performance at Record-Breaking Scale

Despite the reliability and success of the original ACSL system, surging throughput in this high-stakes environment—handling thousands of vehicles daily in a multi-level structure with narrow ramps and tight corners—created mounting operational pressures:

  • Ongoing congestion at entry gates, ramps, and turning corners often arose when vehicles stopped or parked in unauthorized spaces or areas, blocking flow and disrupting the smooth movement of large container trucks through the facility’s complex layout.
  • Drivers had to wait in the 12th-floor holding area and watch a single shared screen for loading bay availability. Many left the area to take for breaks or meals, missing their turn and failing to move their vehicle in time. This extends waiting times for other queued vehicles and reduces overall traffic turnover efficiency.
  • Staff had to manually monitor via CCTV or patrols to detect and resolve ramp bottlenecks, often reacting after issues had escalated, which strained resources and increased safety risks in a high-traffic facility critical to global supply chains.
  • Without automated vehicle size and type data, ATL lacked key insights for optimal space allocation, peak-hour planning, or potential tiered pricing models.

 

The Solution: Next-Generation Enhancements Tailored to ATL’s Iconic Scale

ACSL executed this major upgrade as a seamless evolution of its prior work, deploying an integrated ecosystem of advanced hardware, custom software, and intelligent automation optimized for the world’s largest multi-level industrial building:

  • Hong Kong’s First Automated Vehicle Identification System: An innovative sensor suite—featuring wheel-count sensors and dual ceiling-mounted laser height detectors—automatically classifies vehicles by category, providing ATL with essential data for better space utilization and future pricing strategies.

 

  • AI-Powered Ramp & Congestion Monitoring: Specialized cameras identify stationary vehicles lingering for more than 45-120 seconds at critical ramps or entrance/exit gates, sending instant “red-alert” notifications to the ground-floor control center for swift, proactive intervention and improved safety.

 

  • Intelligent Vehicle Queuing & Mobile App Integration: A custom and smart queuing logic, connected to a driver mobile app and large-screen self-service kiosks, delivers real-time updates and notifications. Drivers can now wait comfortably in the cafeteria or other areas instead of at a shared screen—greatly enhancing driver experience and site efficiency.

 

  • High-Speed License Plate Recognition (LPR): Dual-camera LPR with 99%+ accuracy replaced the Octopus card entry, enabling trucks to pass through without stopping and significantly reducing entry wait times.

 

  • Modern Multi-Payment Kiosks: Upgraded self-service kiosks support Octopus, Alipay, and WeChat Pay, streamlining checkout into a fast, cashless process.

 

Results & Impact

This second-generation upgrade has delivered a smoother, more efficient operation at this Guinness World Record-holding facility. Congestion has eased, driver wait times have shortened, safety has improved through proactive monitoring, and ATL now has valuable data to optimize space and plan smarter pricing. By building on its long-proven system with advanced automation, ACSL has strengthened ATL’s position as a world-class logistics hub—bringing real gains in throughput, driver satisfaction, and operational performance for tenants, operators, and drivers alike.
